**Job Title**: HR and Recruitment Specialist
**Job Summary**:
The HR and Recruitment Specialist based in Qatar will oversee the full recruitment lifecycle and support human resources functions, with a special focus on employee relations, visa processing, and Permanent Residency (PR) activities. This role ensures the effective hiring of top talent, compliance with local labor laws, and the smooth processing of employee visas and PR-related activities. The HR and Recruitment Specialist will also manage day-to-day HR tasks such as onboarding, employee support, and compliance with Qatari regulations.
**Key Responsibilities**:
- **Recruitment & Talent Acquisition**:
- Develop and implement recruitment strategies for local and international talent, ensuring the organization attracts the best candidates.
- Source, screen, and interview candidates for various positions across departments.
- Collaborate with hiring managers to understand job requirements, key skills, and cultural fit.
- Post job openings on relevant job boards and recruitment platforms in Qatar and the GCC region.
- Maintain a talent pipeline for future hiring needs and support employer branding initiatives in Qatar.
- **Onboarding & Employee Integration**:
- Coordinate new hire onboarding, ensuring smooth transitions for local and international employees, including doent collection and training scheduling.
- Assist new employees with settling into Qatar, providing guidance on local laws, culture, and HR processes.
- **Visa & Immigration Management**:
- Manage the visa and work permit application process for all employees, ensuring compliance with Qatari labor laws and regulations.
- Ensure timely renewal of employee visas, work permits, and other related doentation.
- Coordinate with government authorities to manage legal doentation for foreign employees and ensure smooth processing of visas.
- Keep up to date with changes to Qatar’s immigration policies and ensure all employees’ doentation remains compliant with the latest laws and regulations.
- **Permanent Residency (PR) & Legal Compliance**:
- Manage and guide employees through the PR application process in Qatar, ensuring eligibility and required doentation.
- Stay updated on the PR requirements and regulations, supporting employees seeking permanent residency in Qatar.
- Liaise with legal teams or external consultants to ensure all PR applications are processed efficiently and in compliance with local laws.
- **Employee Relations & HR Support**:
- Act as the primary point of contact for employees regarding HR-related inquiries, benefits, company policies, and local labor laws.
- Assist in resolving employee conflicts, mediating disputes, and providing support to management on performance-related issues.
- Promote a positive work culture and ensure employees are supported with their needs throughout their employment journey.
- **HR Administration & Reporting**:
- Maintain accurate and up-to-date employee records, ensuring compliance with local and international regulations.
- Support payroll administration by ensuring the accurate collection of employee data and doentation.
- Assist in preparing HR reports and metrics related to recruitment, visa processing, and employee status updates.
- **Compliance with Qatari Labor Laws**:
- Ensure the organization complies with Qatar’s labor laws and HR regulations, including working hours, end-of-service benefits, and employment contracts.
- Regularly update HR policies and procedures to reflect local legal requirements and best practices.
- **Training & Development**:
- Assist with organizing and coordinating training programs for employees, helping with career development, and ensuring employees' skills are aligned with organizational goals.
**Work Environment**:
- This role is based in Qatar and may require occasional travel to various work sites or external recruitment events.
- The position involves regular interaction with government authorities, employees, and managers to ensure HR compliance and efficient operations.
- The role requires handling sensitive employee data and doentation in compliance with local privacy regulations.
**Skills and Qualifications**:
- **Education**: Bachelor’s degree in Human Resources, Business Administration, or a related field. HR certifications (e.g., SHRM-CP, PHR) are a plus.
- **Experience**: Minimum of 2-4 years of experience in HR, recruitment, and employee relations. Experience with visa and PR processing in Qatar is highly preferred.
- **Knowledge**:
- Strong understanding of Qatari labor laws and immigration regulations, including visa applications, work permits, and PR processes.
- In-depth knowledge of recruitment best practices and sourcing strategies in the GCC region.
- Experience with HR software, Applicant Tracking Systems (ATS), and HRIS.
- Knowledge of employee relations and conflict resolution practices in a multicultural environment.
- **Skills**:
- Excellent communication and interpersonal skills.
- Ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
- Strong attention to detail and ability to handle confidential information.
- High level of cultural awareness and sensitivity in a diverse work environment.
- Proficiency in Microsoft Office Suite and HR-related software tools.
**Preferred Qualifications**:
- HR certifications such as SHRM-CP, SHRM-SCP, or PHR.
- Experience with Qatar’s National Recruitment Guidelines or work within the construction or energy sectors.
- Arabic language proficiency is a plus but not mandatory.
